A meeting of the Governing Board of the OpenInfra Foundation ("OIF"), which is part of The Linux Foundation, was held on December 9, 2025, from 7:03 AM - 8:09 AM PT via Zoom.

Ms. Kreger called the meeting to order at 7:03 AM PT. She welcomed board members to the call, reviewed the Linux Foundation Antitrust Policy Notice, and confirmed that a quorum was present.
Mr. McArthur then welcomed Hieu Le as a new member of the Board, representing Viettel as a new Platinum member.
Mr. Carrez presented the final draft of the 2026 annual budget for board review. He shared that adjustments were made to staff costs to account for work across other foundations, and consolidation of travel expenses to better align with LF finance practices. This draft was shared at the previous board meeting and no additional feedback was received from the board outside of meetings. After a brief discussion, the Board moved to a vote.
RESOLVED, Approve the 2026 annual budget as presented. Ms. Marrich moves, Mr. Robb seconds. Motion passes unanimously.
Mr. Le provided an introduction to Viettel, including presenting their product and service offerings, their use of OpenInfra software, and their position in the market in Vietnam and globally. The board welcomed Viettel as a new Platinum member and Mr. Le as a new member of the Governing Board.
OpenInfra staff provided a preview of the 2025 Annual Report and additional updates.
Mr. Carrez opened the update with an overview of the Foundation’s 2025 goals, including increasing financial resilience, sustaining OpenStack resurgence, and raising visibility for OpenInfra and its projects.
Mr. Wilson presented areas of progress towards the financial resilience goal including new and upgraded member results, joining the Linux Foundation, Summit success and securing in-kind infrastructure donations.
Ms. Price reviewed results and activities for both OpenStack resurgence and foundation/project visibility, including OpenInfra and ecosystem event participation, community events in more than 20 countries, university engagement growth, and ongoing communications support for OpenStack, Kata Containers, StarlingX, and Zuul. She concluded by expressing appreciation to the Board for their continued support.
Mr. Carrez then presented the 2026 annual goals, including leveraging LF synergies, achieving break-even on finances, and bringing OpenInfra projects to the next level.
Next, Ms. Price shifted to provide an update on upcoming items, including the 2026 KubeCon China + OpenInfra Summit Asia planning cycle, the event’s focus on cloud-native AI infrastructure, and key call-for-participation and sponsorship milestone dates.
Mr. Bryce shared a summary of the recent China Strategy Meeting, noting engagement with all Gold and Platinum members in the region, increasing interest in Kata Containers, and alignment around OpenInfra’s role in supporting AI-driven infrastructure and digital sovereignty initiatives.
Ms. Price reported additional press and release updates, including the upcoming publication of the 2025 Annual Report and coverage related to Google’s Agent Sandbox integration and new StarlingX release.
Mr. Wilson followed with the Governing Board election timeline, including nomination deadlines, voter windows, and the January initial board sitting. He concluded the staff update by sharing events where the OpenInfra staff will be present over the coming months and a reminder of the first meeting in 2026.
There being no further business before the Board, the meeting was adjourned at 8:09 AM PT.
